Incoming connections to ECF Windows Remote Desktop workstations are only permitted from University of Toronto networks. You are currently connecting from off-campus.
You will not be able to connect to a ECF Windows Remote Desktop unless you first use UTORvpn to connect to the campus network.

Note that if you have explicitly configured your computer to use off-campus DNS nameservers while on campus or while using UTORvpn, you will not be able to connect to Windows Remote Desktop.
